Network Planning Group under PM GatiShakti: The Network Planning Group (NPG) operates under the PM GatiShakti initiative to facilitate strategic planning and decision-making processes related to network infrastructure development. It serves as an important institutional mechanism for inter-ministerial consultations and coordination. Recently, the 49th meeting of the Network Planning Group (NPG) for the PM GatiShakti National Master Plan (NMP) took place in New Delhi, chaired by Ms. Sumita Dawra, Special Secretary of the Logistics Division in the Department for Promotion of Industry and Internal Trade under the Ministry of Commerce and Industry. During the meeting, a roadways project in Tripura was recommended by the NPG.

Roadways Project in Tripura under PM GatiShakti

A road section in Tripura, specifically the Khowai-Teliamura-Harina stretch spanning a total length of 134.9 kilometers, is being evaluated for enhancement and expansion. The aim is to widen the road to two lanes with paved shoulders along NH-208. This brownfield project has an estimated cost of Rs 2,486 Crore.

  • The project is strategically designed to adopt a multimodal connectivity approach, connecting industrial clusters and the newly established SEZ named Paschim Jalefa.
  • The objective is to facilitate efficient movement of freight, minimize the carbon footprint, optimize alignment, and enhance logistical efficiency.
  • The proposed project road traverses through the districts of Khowai, Gomati, and South Tripura, linking various locations including Khowai, Teliamura, Twidu, Amarpur, Karbook, and Harina in the state of Tripura.
  • Apart from improving interstate connectivity between Assam and Tripura, the project will significantly contribute to the economic and industrial growth of Tripura.
  • It is expected to stimulate economic activities and facilitate increased industrial operations within the region.

The Network Planning Group (NPG) operates under the PM GatiShakti initiative to facilitate strategic planning and decision-making processes related to network infrastructure development. It serves as an important institutional mechanism for inter-ministerial consultations and coordination.

  • The institutional mechanism of PM GatiShakti enables inter-ministerial consultations through NPG meetings, facilitating integrated planning and decision-making processes.
  • The 49th NPG meeting witnessed the participation of representatives from Infrastructure Ministries/Departments such as-
    • Ministry of Road Transport and Highways,
    • Ministry of Railways,
    • Ministry of Ports, Shipping and Waterways,
    • Ministry of Civil Aviation,
    • Ministry of Power,
    • Ministry of Petroleum and Natural Gas,
    • Department of Telecommunication (DoT),
    • Ministry of New and Renewable Energy,
    • NITI Aayog, as well as
    • Tripura State Government.
  • The meeting aimed to discuss various aspects of the project and foster collaboration among these stakeholders.

PM GatiShakti National Master Plan (NMP)

PM GatiShakti is a transformative approach for economic growth and sustainable development. Under PM Gati Shakti National Master Plan, all seven engines will pull forward the economy in unison.

  • Mandate: PM GatiShakti aims to provide world-class modern infrastructure and logistics synergy among different modes of movement – both of people and goods – and location of projects.
  • Key Objectives: It has the following objectives-
    • To provide easier interconnectivity and reduce travel time between road, rail, air, and waterways
    • To improve industrial productivity
    • To make local manufacturing globally competitive
    • To facilitate future economic zones and
    • To create employment.
  • Expected Outcomes: Enhanced Competitiveness of Local Indian Manufactures in the global economy, helping them compete with their counterparts worldwide.
    • Multiplier effect: Investment in Infrastructure development have a multiplier effect with every rupee invested, yielding much higher returns.
    • It also raises possibilities of new future economic zones.

PM GatiShakti National Master Plan (NMP) Significance

While presenting the Union Budget 2022-23, Finance Minister said the scope of PM Gati Shakti National Master Plan will encompass the seven engines for economic transformation, seamless multimodal connectivity and logistics efficiency.

  • PM Gati Shakti National Master Plan will encompass seven engines of economic growth-
    • Roads,
    • Railways,
    • Airports,
    • Ports,
    • Mass Transport,
    • Waterways, and
    • Logistics Infrastructure.
  • These seven engines are supported by the complementary roles of Energy Transmission, IT Communication, Bulk Water & Sewerage, and Social Infrastructure.
  • Clean Energy and Sabka Prayas– the efforts of the Central Government, the state governments, and the private sector together will be part of the approach.
  • This will lead to huge job and entrepreneurial opportunities for all, especially the youth.
