PM’s Awards for Excellence in Public Administration: PM Awards for Excellence in Public Administration is an important government initiative aimed at promoting excellence on various organizations.

Prime Minister’s Awards for Excellence in Public Administration is also important for UPSC Prelims 2023 and UPSC Mains Exam (GS Paper 2- Governance Initiatives by government)

PM’s Awards for Excellence in Public Administration in News

  • The Government of India has approved the Scheme for the Prime Minister’s Awards for Excellence in Public Administration, 2022.

 

PM’s Awards for Excellence in Public Administration

  • Background: The PM’s Awards portal was launched by Dr. Jitendra Singh, MOS(PP) on 3rd October, 2022.
    • The registration on the PM’s Awards web portal commenced on 3rd October,2022.
  • About: The Prime Minister’s Awards for Excellence in Public Administration has been designed to acknowledge, recognize and reward exemplary work done by civil servants across the country.
  • Registration Period: The portal for registration and submission nomination was operational from 3rd October, 2022 to 28th November, 2022.
    • However, the last date for registration and submission of application forms was extended from 28th November, 2022 to 6th December, 2022.
  • Participation: 743 districts have registered and participated in the Prime Minister’s Awards for Excellence in Public Administration, 2022, which is 97% of the total districts in the country.
  • Ministry Involved: Department of Administrative Reforms & Public Grievances is responsible for administering various aspects of the PM’s Awards for Excellence in Public Administration.

 

Schemes under PM’s Awards for Excellence in Public Administration 2022

For the year 2022, the Scheme for PM’s Awards for Excellence in Public Administration aims to recognize the contribution of civil servants in the following areas:

  • Promoting Swachh Jal (Clean Jal) through Har Ghar Jal Yojana
  • Promoting Swasth Bharat (Healthy Bharat) through Health & Wellness Centres
  • Promoting quality education with an equitable and inclusive classroom environment through Samagra Shiksha.
  • Holistic Development through Aspirational District Program – overall progress with special focus on saturation approach.

Participation in PM’s Awards for Excellence in Public Administration

  • Nominations under Various Categories:
    • 1159 nominations were received under Innovations Category, including 116 from Central Government organizations, 256 from State Level innovations and 787 from from District Collectors.
    • Under the priority sector programs, 408 nominations were received under Samagra Shiksha
    • 413 nominations received under Har Ghar Jal Yojana,
    • 444 nominations received under Health & Wellness Centres and
    • 96 nominations were received under Aspirational District Program.
  • In all, 2520 nominations have been received for the Prime Minister’s Awards for Excellence in Public Administration, 2022.
  • Distribution of Awards: The awards are scheduled to be distributed during the celebration of Civil Services Day, 2023 in Vigyan Bhawan on 21stApril, 2023.

 

Objectives of the Jal Jeevan Mission (Har Ghar Jal)

  • Access to tap water: JJM aims to provide FHTC to every rural household.
  • Targeted Approach: Jal Jeevan Mission prioritizes provision of FHTCs in quality affected areas, villages in drought-prone and desert areas, Sansad Adarsh Gram Yojana (SAGY) villages, etc.
  • Access to tap water at public places: JJM aims to provide functional tap connections to Schools, Anganwadi centres, GP buildings, Health centres, wellness centres, and community buildings
  • Monitoring: Jal Jeevan Missio also provides for monitoring the functionality of tap connections.
  • Local Ownership: JJM promotes and ensures voluntary ownership among the local community by way of contribution in cash, kind and/ or labour and voluntary labour (shramdaan)
  • Ensuring Sustainability of water system: JJM also assists in ensuring the sustainability of water supply system, i.e. water source, water supply infrastructure, and funds for regular O&M.
  • Awareness Generation: JJM also aims to bring awareness on various aspects and significance of safe drinking water and the involvement of stakeholders in a manner that makes water everyone’s business.

Swachh Bharat Mission (SBM)

  • The Prime Minister of India had launched the Swachh Bharat Mission on 2nd October 2014 to accelerate the efforts to achieve universal sanitation coverage and to put focus on sanitation.
  • Under the mission, all villages, Gram Panchayats, Districts, States and Union Territories in India declared themselves “open-defecation free” (ODF) by 2 October 2019, the 150th birth anniversary of Mahatma Gandhi, by constructing over 100 million toilets in rural India.
  • To ensure that the open defecation free behaviours are sustained, no one is left behind, and that solid and liquid waste management facilities are accessible, the Mission is moving towards the next Phase II of SBMG i.e ODF-Plus.
  • ODF Plus activities under Phase II of Swachh Bharat Mission (Grameen) will reinforce ODF behaviours and focus on providing interventions for the safe management of solid and liquid waste in villages.

Samagra Shiksha Scheme

  • Samagra Shiksha Scheme is an integrated scheme for school education covering the entire gamut from pre-school to class XII.
  • The scheme not only provides support for the implementation of the RTE Act but has also been ensuring that all children have access to quality education with an equitable and inclusive classroom environment.

Aspirational Districts Program

  • The broad contours of the programme are Convergence (of Central & State Schemes), Collaboration (of Central, State level ‘Prabhari’ Officers & District Collectors), and Competition among districts through monthly delta ranking; all driven by a mass movement.
  • With States as the main drivers, this program focuses on the strength of each district, identifying low-hanging fruits for immediate improvement and measuring progress by ranking districts on a monthly basis.
  • The ranking is based on the incremental progress made across 49 Key Performance Indicators (KPIs) under 5 broad socio-economic themes –
    • Health & Nutrition,
    • Education,
    • Agriculture & Water Resources,
    • Financial Inclusion & Skill Development and
    • Infrastructure
  • The delta-ranking of Aspirational Districts and the performance of all districts is available on the Champions of Change Dashboard.
