LBSNAA Training Period

After passing the UPSC IAS Exam, candidates have to attend a 2-year training program at LBSNAA. Before starting their jobs in services like IFS, IPS, IRS, IFoS, etc., they must undergo this training to be well-prepared for challenging situations. The first part of this program is the IAS Training at LBSNAA, where they meet their fellow trainees. The entire training at LBSNAA lasts for 2 years and is divided into different phases.

LBSNAA Training Phases

As mentioned in the table above, the LBSNAA IAS training takes place in 4 phases

  1. Foundation Course: Individuals selected for grade A posts such as IAS, IPS, and IFS are welcome to participate in a 3-month or 15-week Common Foundation Course at LBSNAA, typically held from August to December. Following this, candidates from various services proceed to specific training academies, such as the IFS and Foreign Services Institute in New Delhi. IRS officers join the National Academy of Direct Taxes in Nagpur, while IAS officers continue their training at LBSNAA.
  2. Phase 1: Bharat Darshan: During this initial phase of training, IAS probationers are grouped and taken on a 45–50 days tour of India. This journey covers significant parts of the country, providing trainees with firsthand experience of India’s rich cultural diversity and heritage.
    Academic Modules: This 15-week training program begins at 6 A.M. with light exercise, followed by lectures and cultural activities later in the day. Academic lectures cover various topics, including policymaking, land management, soft skills, project management, national security, and e-governance.
  3. District Training: This year-long phase involves officers immersing themselves in the administrative setup of a specific district, actively participating in its functioning.
  4. Phase 2: Phase 2 kicks off with probationers sharing their experiences from Phase 1. They engage in discussions, presenting their views on developmental challenges and suggesting resolutions. A special session involves subject matter experts in a learning exercise lasting 6 weeks or 2 months.
  5. Assistant Secretaryship: After completing the above phases, recruits or probationers embark on their respective deputations. A few years ago, a high-level committee recommended that all IAS officers should gain experience in the working of the Central Secretariat. Consequently, all IAS probationers are designated as Assistant Secretaries and work under the guidance of Joint Secretaries during their central deputation for a few months.

LBSNAA Training Fees

Fresh IAS Trainees receive a stipend of approximately Rs. 40,000 from the government during their training period. However, monthly accommodation charges, including water and electricity, are deducted from this stipend. The monthly accommodation charges are as follows:

  • Single Occupancy Accommodation: Rs. 350 per head.
  • Double Occupancy Accommodation: Rs. 175 per head.

LBSNAA IAS Training Schedule

LBSNAA Training Programs are designed to shape personalities and enhance skills in Public Administration, Management, and Soft Skills. The daily schedule includes:

  1. A 60-minute morning exercise session at the Polo Ground starts the day at 6:00 a.m.
  2. Following that, participants have about an hour and a half for preparations, breakfast, and getting ready for classroom modules.
  3. Classroom sessions commence at 9:30 a.m., consisting of 5-6 academic sessions lasting 55 minutes each. These cover various subjects like social studies, history, political science, economics, law, public administration, and management.
  4. Sports and riding activities take place in the afternoon from 5:00 p.m. to 7:30 p.m.
  5. Occasionally, cultural performances and programs are organized in the evening before dinner.
  6. Weekends and holidays involve extra-curricular activities such as community service and adventure sports like rock climbing, paragliding, short treks, and river rafting.
  7. Generally, a typical day in the training program includes approximately 16 activities, resulting in around 80 hours of engagement throughout the week.

  • Teaching Facilities: LBSNAA provides spacious classrooms equipped with the latest audio-visual and video-recording amenities. The academy comprises four main buildings: Karmashila, Dhruvshila, Gyanshila, and Aadharshila.
  • Accommodation: The academy has three hostels—Ganga, Kaveri, and Narmada—offering double occupancy rooms with central heating, television, telephones, and other amenities.
  • Sports Complex: LBSNAA features a sports complex with facilities for football, cricket, volleyball, badminton, yoga, basketball, billiards, table tennis, etc. Recruits are trained in various sports like horse-riding, shooting, archery, self-defence, rock climbing, etc.
  • Library: The in-house Gandhi Smriti Library boasts an extensive collection of over 1.65 lakh books, 5000 CDs/DVDs, 300 periodicals, and 38 newspapers. Photocopying services are available.
  • IT Services: The academy’s computer section provides a high-speed internet connection and software packages. Officers are trained in SARGAM, a software managing all activities held in LBSNAA.
  • Dispensary: LBSNAA has a medically equipped training center with doctors and nurses, offering services from x-rays to dental care.
  • Officer Mess: The Officer’s Mess is a vital institution fostering brotherhood and fraternity within the academy. It organizes formal and informal gatherings.
  • Indira Bhavan Complex: Located a kilometer away from the main campus, this facility provides classrooms for teaching, workshops, conferences, and seminars.
  • Facilities for PWD: Elevators, ramps, accessible restrooms, a designated hostel, room service, and other amenities are available for trainees with disabilities.

LBSNAA- IAS Probation Rules

An Officer Trainee at the Lal Bahadur Shastri National Academy of Administration (LBSNAA) is required to adhere to specific rules and regulations. Here are the key points:

  1. The Officer Recruit is placed on probation for two years, which may be extended by an additional year.
  2. At the end of the course, the probationer must undergo a final examination with a total mark of 900, and successful performance is necessary for clearance.
  3. In case of unavoidable circumstances leading to a missed exam, the government may permit the officer trainee to appear for a special exam held approximately three months from the original exam date.
  4. An Officer Trainee may face discharge from service under the following conditions:
    – Failure to pass the re-exam.
    – Government determination that the probationer is ineligible for recruitment to the service.
    – Willful neglect of probationary duties and studies.
    – Non-compliance with the provisions of these rules.

LBSNAA Academy Song

The anthem of this academy is in Bengali and was composed by Shri. Atul Prasad Sen, an accomplished lawyer, philanthropist, educationist, and dedicated social worker. The academy embraced this song during Rajeshwar Prasad’s tenure (1973-1977). Over time, the song changed, with the academy introducing translations in Hindi, Tamil, and Marathi. This song embodies the essence of the Civil Services, serving as a consistent source of inspiration for all the officers.

Assessment of the Training

  • The assessment of training is carried out by diverse committees responsible for reviewing and appraising training programs, offering suggestions for enhancement.
  • In 1977, the sandwich pattern introduced in 1969 underwent reassessment through a study group led by UC Agrawal.
  • This pattern underwent further scrutiny in 1986 by UC Agrawal’s study group, emphasizing problem-solving and creative thinking in administration.
  • In 1996, a committee comprised of Dr. S. Ramesh, Shri P.K. Lahiri, and Shri P.K. Patnaik revised the training syllabus.
  • The Surindernath Committee Report in 2003 recommended utilizing the annual performance appraisal report to identify training needs for future assignments.
  • Similarly, the Yugandhar Committee Report in 2003 echoed the same recommendation regarding the use of annual performance appraisal reports for training needs assessment.
  • The R.V.V. Ayyar Committee Report in 2007 reviewed the IAS training syllabus, suggesting several curriculum changes.
  • The Dr. Y.K. Alagh Committee Report in 2009 proposed significant alterations to the Mid-Training program.
  • In 2010, the National Institute of Administrative Research (NIAR) conducted an evaluation report on the Mid-Career Training Program (MCTP) for IAS officers, assessing its impact.
  • The Kiran Aggarwal Committee Report in 2014 pinpointed necessary changes in the program, including re-engineering the cadre allocation system and providing cadre-related information before the Foundation Course (FC) commences.

What is the history of LBSNAA?

LBSNAA was founded by the Union Home Minister Pandit Govind Ballabh Pant in 1959. It is located at Mussoorie’s Charleville Estate. Due to its construction at the hill station, it faced so many issues during setup but finally got completed within the time duration of two months of its establishment.
