The Madhya Pradesh Employee Selection Board (MPESB) is set to introduce new recruitment rules in 2026. The Madhya Pradesh government has proposed the “Junior Service Combined Exam Rules, 2026” (Kanishtha Seva Sanyukt Pariksha Niyam, 2026). What Are the MPESB New Recruitment Rules 2026?
The new rules are made under Article 309 of the Indian Constitution. They cover all government posts that are outside the Madhya Pradesh Public Service Commission (MPPSC). The rules will be effective from 1 October 2026. They replace the old MP Junior Service (Combined Eligibility) Exam Rules, 2013.

Types of Exams Under the New Rules by MSESB
Under the new rules, MPESB will conduct three types of annual eligibility exams. Each exam is for a different category of posts. Candidates can appear in the exam they are eligible for based on the type of job they want.

MPESB Score Card Validity and Key Rules
One of the biggest changes in the new rules is the score card validity system. Candidates will get a score card after passing the exam, which they can use to apply for vacancies. Here are the important validity rules:
- Technical and General Eligibility Exam score cards are valid from the result date till 31 December of the second calendar year
- Example: If score card is issued on 10 July 2026, it stays valid till 31 December 2028
- Teacher Eligibility Exam qualification is valid lifetime for working as a teacher in private schools
- For government teacher appointments, the score card validity will follow the same 2-year rule
- If a candidate has multiple valid score cards, they can use the best score to apply

How the Appointment Process Will Work in MP
All appointments will happen through a new Appointment Portal (Niyukti Portal) managed by MPESB. Departments will post vacancies on this portal and candidates will apply online using their score cards. This makes the entire hiring process transparent and online.
Step-by-step process:
- MPESB conducts the eligibility exam and issues score cards
- Departments publish vacancies on the Appointment Portal
- Candidates apply for vacancies using their valid score card
- Merit list is prepared category-wise and reservation-wise
- Document verification and medical check is done
- Appointment order is issued by the concerned department
Merit Tie-Breaking Rule:

MPESB: Important Rules for Candidates
Candidates must know some important rules before applying. These rules cover age, eligibility, disqualification, and limits on government job switches. Reading these carefully will help avoid rejection.
- Age proof: Only the date of birth from Class 10 marksheet will be accepted. No affidavits or birth certificates allowed.
- Minimum qualification must be completed before the last date of application
- Government employees who have already joined a post can get only one more appointment through MPESB exams
- After a second appointment, the candidate becomes permanently ineligible for further MPESB-based appointments
- Candidates can be disqualified for: false information, impersonation, use of unfair means, forged documents, misbehavior in exam hall, or abnormal activity detected in post-exam data analysis
- Minimum qualifying marks must be obtained- section-wise if the paper has multiple parts
