  4. Tibetan refugees who came to India before January 1, 1962, to settle permanently.
  5. Person of Indian Origin who has migrated from Pakistan, Burma, Sri Lanka, and East African countries (Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia, Vietnam) to permanently settle in India.
