Bihar HC Allows GNM Students from Other States to Apply for Bihar Nurse Jobs

The Patna High Court has granted interim relief to candidates who have completed the General Nursing and Midwifery (GNM) course from institutions outside Bihar. These candidates are now permitted to apply for the 11,389 Staff Nurse posts announced under Advertisement Number 23/2025 by the Bihar Technical Service Commission (BTSC).

What Did the Bihar HC Court Say for GNM Aspirants?

A division bench comprising Acting Chief Justice Ashutosh Kumar and Justice Parth Sarathi passed the order while hearing petitions challenging specific eligibility conditions in the recruitment advertisement. The court has allowed such candidates to submit their applications, but clarified that their final selection will be subject to the outcome of the case.

Which Conditions Were Challenged?

The petitioners objected to two primary conditions laid out in the BTSC recruitment notice:

  • Mandatory Suitability Certificate from the Indian Nursing Council for GNM candidates from outside Bihar.
  • Compulsory registration with the Bihar Nursing Council before applying.
  • These clauses were argued to be restrictive and unfair for candidates who completed their nursing qualifications in other states. After the hearing, the court issued an interim order allowing these candidates to participate in the application process.
