Union Minister for Agriculture and Rural Development, Shri Shivraj Singh Chouhan, recently visited his parliamentary constituency, Vidisha, where he chaired a District Development Coordination and Monitoring Committee (DISHA) meeting in Raisen. The meeting focused on assessing the progress of key government welfare schemes and issuing directives to ensure effective and timely implementation at the grassroots level.
Strict Action Against Black Marketing and Fake Fertilisers
During the review of the Agriculture Department’s ongoing initiatives, Shri Chouhan firmly addressed the issue of black marketing and counterfeit fertilisers, labelling it a grave sin against farmers. He instructed officials to initiate strict punitive actions against those involved in such malpractices. Further, he reviewed the procurement of moong (green gram) and directed field inspections of procurement centres to ensure transparency.
PM Awas Yojana: Emphasis on Timely Instalment Release
Shri Chouhan reviewed the Pradhan Mantri Awas Yojana (Gramin) with a special focus on the Awas Plus scheme. He emphasised that beneficiaries must receive their instalments on time and stressed zero negligence in the construction process. According to the district-level data, for the fiscal year 2024–25, a total of 27,981 houses have been approved:
- 4,825 houses completed
- 23,156 houses currently under progress
National Rural Livelihoods Mission: Empowering Lakhpati Didis
As part of the National Rural Livelihoods Mission (NRLM) review, the Minister called for expanding the number of Lakhpati Didis – women earning ₹1 lakh or more annually through self-help group initiatives. The district currently boasts 43,613 Lakhpati Didis, and the minister urged for a concrete action plan to further increase this number, thereby boosting women-led rural development.
Improving Rural Connectivity: PMGSY & Road Projects
The review of the Pradhan Mantri Gram Sadak Yojana (PMGSY) highlighted the progress of road and bridge construction:
- 30 roads (276.236 km) sanctioned for 2024 – 25 = 28 roads completed
- 13 bridges sanctioned = 9 completed
The minister directed authorities to ensure every village is connected to a main road, improving accessibility and rural connectivity.
Focus on Field Monitoring & Crop Advisory
Shri Chouhan instructed agriculture officers to conduct field inspections and guide farmers on pest control and crop protection. He encouraged the use of Krishi Vigyan Kendras (KVKs) to promote modern agricultural techniques. Additionally, he addressed concerns over the rejection of Basmati rice in international markets due to banned pesticides and urged officials to educate farmers on safe practices.
Water Supply & Energy Infrastructure: Timely Completion is Priority
During the review of Water Resources and Energy Department, the Minister called for the timely completion of water infrastructure projects under the Jal Jeevan Mission, ensuring tap water access to every household. He also reviewed under-construction power substations, instructing for accelerated progress without further delay.
Holistic Development with a Welfare-First Approach
Shri Shivraj Singh Chouhan urged officials and public representatives to work in close coordination to make Raisen a model district, ensuring that eligible individuals receive benefits from all welfare schemes. He reiterated the importance of development with accountability, calling for regular area visits and intensive monitoring of projects for their successful execution.
