The Haryana Staff Selection Commission (HSSC) released Advertisement No. 04/2026 on 06 February 2026 for the recruitment of Group-C posts through CET Phase-II, including Horticulture Junior Engineer (JE) and Junior Technical Assistant (JTA). Post allocation is carried out strictly based on CET score, written exam merit, and post preferences filled by candidates.

The application process is conducted only in online mode starting from 09 February 2026 till 23 February 2026 (till 11:59 PM). No offline applications, corrections, or post-submission changes are allowed. Candidates must fulfil every eligibility condition at all stages, including application scrutiny, written examination, document verification, and medical examination.

HSSC Educational Qualification – Junior Technical Assistant

Educational qualifications must be possessed on or before 23 February 2026 and must be from a recognised institution.

For Junior Technical Assistant under Haryana State Warehousing Corporation, candidates must have:

• Graduation in Agriculture, Chemistry, or Biology
• Minimum 50% marks in the qualifying degree

Degrees without the specified subjects or without the minimum marks are not accepted.

HSSC Educational Qualification – Junior Engineer (Horticulture)

The educational qualification for Horticulture JE varies by department. Candidates must fulfil the exact department-specific requirement.

Haryana Shehri Vikas Pradhikaran

• B.Sc. Agriculture with a minimum of one year of experience
• Preference to candidates having Horticulture as the main subject

OR

• Matric / Higher Secondary
• One-year Diploma in Gardener’s Training
• Six years’ experience in landscaping, gardening, arboriculture, floriculture, garden layout, parks, or nursery production work

Kurukshetra Development Board

• B.Sc. Agriculture with Horticulture as the main subject

OR

• Matric with Diploma in Gardening
• Eight (08) years’ experience in horticulture work

Police Housing Corporation

• Degree in Agriculture or Horticulture from a recognized university

DMER

• B.Sc. Agriculture (Horticulture)

Experience Counting Rule (Mandatory)

Where experience is required:

• Experience is counted only after acquiring the essential educational qualification
• Experience gained before the qualifying degree/diploma is not valid
• Experience certificates must clearly mention period, designation, nature of work, and issuing authority

Invalid or incomplete experience certificates lead to rejection.

Haryana Domicile & Reservation Conditions

Reservation benefits are available only to bona fide residents of Haryana.

Mandatory conditions include:

• BCA / BCB candidates must belong tothe  Non-Creamy Layer
• EWS candidates must meet income and asset criteria
• PwBD candidates must have a benchmark disability of 40% or more
• Ex-Servicemen and dependents must submit valid service certificates

Candidates from other states are treated as the General category.

Certificate Validity (Critical Rejection Clause)

• Category certificates (SC/BC/EWS/ESM/PwBD) must be valid on 23 February 2026
• Certificates issued after the closing date are not accepted
• Certificates not in the prescribed format led to candidature cancellation

Minimum Qualifying Marks (Eligibility to Remain in Selection)

Candidates must secure the following marks in the written examination:

• General Category: 50%
• Reserved Categories: 40%

Candidates scoring below the qualifying marks are declared unsuccessful, irrespective of vacancy availability.

Exam Attempt Rule (Eligibility-Affecting)

• Each correct answer carries 1 mark
• No negative marking for wrong answers
• -1 mark for each unattempted question if the fifth bubble is not filled

Failure to mark the fifth bubble for unattempted questions directly affects qualification.

Application & Post Preference Rules (Final and Binding)

Candidates must strictly follow these rules:

• Only one application is allowed
• Multiple applications result in the rejection of all applications
• Post preferences, once submitted, cannot be changed
• Wrong post preference leads to permanent loss of selection, even if eligible for another post

Document Upload & Verification Rules

• Only documents uploaded online are considered
• No document is accepted later under any circumstances
• Any mismatch between application data and documents leads to cancellation
• Final verification is conducted by the appointing department

Medical Fitness (Mandatory for Appointment)

• Candidates declared medically unfit are not appointed, even after selection

Other Important Instructions
