Defining Political Culture
The term was first popularized by Gabriel Almond in 1956 and later expanded in the landmark study The Civic Culture (1963) by Almond and Sidney Verba. They defined it as the "particular pattern of orientations toward political objects."

These "orientations" are divided into three parts:

Cognitive Orientation: What people know and believe about their political system (e.g., knowledge of how a bill becomes a law).
Affective Orientation: How people feel about the system (e.g., a sense of pride in the national flag or a feeling of alienation from the government).
Evaluative Orientation: The judgments people make about the system's performance (e.g., "Is the current government fair?").

The Three Types of Political Culture
Almond and Verba identified three "pure" types of political culture based on how much people participate and how much they know:

Parochial Political Culture: Citizens have little knowledge of the central government and no desire to participate. This is often found in traditional or tribal societies.

Subject Political Culture: Citizens are aware of the government and its laws but see themselves as passive "subjects" rather than active participants. They obey the law but don't try to change it.

Participant Political Culture: Citizens are highly aware and believe they can influence the system through voting, protesting, or joining parties. This is the hallmark of a healthy democracy.

The Civic Culture: Almond and Verba argued that the most stable democracies (like the UK or US at the time) have a "Civic Culture"—a balanced mix where most people are participants, but some "subject" and "parochial" traits remain to prevent the system from becoming overloaded with demands.
