Formula used:

Mean=(XF)F\text{Mean} = \frac{\sum (X \cdot F)}{\sum F} 

Solution:

Let the missing frequency be ff​.

The formula for the mean:

4=(33)+(54)+(9f)+(28)3+4+f+84 = \frac{(3 \cdot 3) + (5 \cdot 4) + (9 \cdot f) + (2 \cdot 8)}{3 + 4 + f + 8} 

 4=9+20+9f+1615+f4 = \frac{9 + 20 + 9f + 16}{15 + f}

60 + 4f = 45 + 9f 

ff = 3 

Thus the missing frequency f = 3
