    Let
    P(X=1)=k
    =>P(X=3)=2k
    Mean =0×P(0)+1×P(1)+2×P(2)+3×P(3)
    1.3=k+2×0.3+6k
    k=1/10=0.1
    Now
    P(X=0)+P(X=1)+P(X=2)+P(X=3)=1
    P(X=0)+0.1+0.3+0.2=1
    P(X=0) +0.6 =1
    P(X=0)=0.4
