Solution:

Let total votes = x
Winner votes = 70% of x = 0.7x
Loser votes = 30% of x = 0.3x
Difference = 0.7x - 0.3x = 0.4x
Given difference = 1600
So, 0.4x = 1600
x = 1600 / 0.4
x = 4000
