প্রথম পর্যায় :প্রিলিমিনারি পরীক্ষাই হল যোগ্যতার একমাত্র রূপ যা প্রার্থীর পরবর্তী পরীক্ষাতে উত্তীর্ণ হওয়ার মাপকাঠি হিসেবে বিবেচনা করা হয়।

দ্বিতীয় পর্যায়: প্রধানত এই পরীক্ষাটি হয় রাঙ্ক করানোর জন্য অর্থাৎ পার্থীদেরেএই পরীক্ষায় প্রাপ্ত নম্বর থেকে ইন্টারভিউতে ডাকা হয় এবং প্রার্থীর পোস্ট ও নির্ধারণ করা হয়।
