    Let the third number (original value) be 100.

    First Number = 100 - 30% of 100 = 70

    Difference between First and Second Numbers = 70 - 63 = 7

    Percentage by which the second number is less than the first = (7 / 70) × 100

    = 10%

    The second number is 10% less than the first number.
