(I) Some parrots are cats. (Not follow, This does not give any definite relation between cats and parrots.)
(II) No parrot is cat. (Not follow, It is possible that no parrot is a cat, but it is not definite, because parrots may exist outside crows.)

Individually both the conclusions don’t not follow but either - or case can be applied here.

i. Elements in both the conclusions are same.
ii. Combination of Some not and All or No and Some is there.
iii. Both the conclusions are false.

(III) Some rats are crows. (Not follow, We know some rats are cats and no cat is a crow., Hence, rats that are cats cannot be crows.)

So, ​Only either Conclusion (I) or (II) follows.
