new numerator = 0.8a

Denominator increased by 30%

New fraction =0.8a1.3b=(0.81.3)ab=\dfrac{0.8a}{1.3b}=\left(\dfrac{0.8}{1.3}\right)\dfrac{a}{b}​​

Hence, the new fraction =813×\dfrac{8}{13}\times​ (old fraction).
