Explanation
Speed of policeman = 10 1/2 km/h
Speed of thief = 9 km/h

Head start given to thief = 10 minutes = 1/6 hour
Distance covered by thief in 10 minutes = 9 × 1/6 = 1.5 km

Relative speed of policeman over thief = 10.5 − 9 = 1.5 km/h

Time taken by policeman to catch the thief
= Head start distance ÷ Relative speed
= 1.5 ÷ 1.5 = 1 hour

Distance at which the thief is caught
= Speed of policeman × Time
= 10.5 × 1 = 10.5 km
