Correct option is A
According to Article 312 of the Indian Constitution, the Rajya Sabha (Council of States) is entrusted with the special power to create a new All India Service (like IAS, IPS, IFS, etc.).
If the Rajya Sabha passes a resolution by a two-thirds majority of the members present and voting, declaring that it is necessary or expedient in the national interest to create a new All India Service, Parliament may by law create such a service.
This provision ensures that the creation of services which operate both at the Union and State levels is done with broader consensus and national interest in view.
Lok Sabha does not have this power under Article 312.
Union Public Service Commission (UPSC) conducts exams and gives advice but does not create services.
The Attorney General of India is the chief legal advisor to the Government, not responsible for service creation.
