Given:

Difference between 17% increase and 18% decrease of a number = 28

Solution:

Let the number be x

Increased value = x + 0.17x = 1.17x

Decreased value = x - 0.18x = 0.82x

Difference = 1.17x - 0.82x = 0.35x

Now, 

0.35x = 28

x = 280.35\frac{28}{0.35}​ = 80
