    Given:

    Statements:
    I. No dog is a cat.
    II. All cats are rats.

    Conclusions:

    I. Some rats are dogs - Does not follow (there is no relation given between them so in possibility this can be true but not in definite case)
    II. Some dogs are not rats. Does not follow (there is no negative relation given between them so we definite negative conclusion is wrong )
    III. No rat is a dog. Does not follow - there is no negative relation given between them so we definite negative conclusion is wrong 
    But some + no will give a conclusion of either - or between conclusions I and III, but this is not given in the options
    so answer will be None of the conclusions follows.
    hence option c is correct.
