I. Bihar has a lower rate of education: From the statements we get that Bihar ranks very low in per capita income and it is because of lack of education so it is safe to say that Bihar has a low rate of education.
Thus the conclusion follows.
II. Bihar is a very historic state: We have no information about the history of Bihar therefore we don't have any evidence supporting this conclusion.
Therefore the conclusion does not follow.
So only conclusion I follow.
Hence, the correct answer is (b).
