According to the question 

School D won less than 15 gold medals in any of the two consecutive years = In 2002 and 2003 D won 8 , and  medals 

School E won less then 15 gold medals in tow consecutive years =  in 2001 and 2002 E won 5 and 2 medals 

Hence we can say that two school D and E won less than 15 gold medals in any of the tow consecutive years.
