விண்ணப்பதாரர்கள் பல்கலைக்கழக மானியக் குழுவால் அங்கீகரிக்கப்பட்ட ஒரு பல்கலைக்கழகத்தால் வழங்கப்படும் ஏதேனும் பட்டப்படிப்பை முடித்திருக்க வேண்டும்.

தமிழ்நாடு அரசு பணியாளர்கள் பணி நிபந்தனைகள் சட்டம் 2016 பிரிவு 25ல் குறிப்பிடப்பட்டுள்ளவாறு இந்த அறிவிப்பிற்கு நிர்ணயிக்கப்பட்டுள்ள கல்வி தகுதியினை 10 ஆம் வகுப்பு + 12ஆம் வகுப்பு அல்லது அதற்கு இணையான கல்வித் தகுதி + இளநிலை பட்டம் என்ற வரிசையில் பெற்றிருக்க வேண்டும்
