Through the concept of state/UT pairing, the Ek Bharat Shreshtha Bharat programme attempts to improve interaction and mutual understanding amongst people from different states/UTs of India. The states engage in programmes to foster a long-term and systematic cultural connection in areas such as language study, culture, customs, and music, tourism and gastronomy, sports, and best practise sharing, among others through Ek Bharat Shreshtha Bharat.

The paired States/UTs signed Memorandums of Understanding (MoUs) with each other, outlining a set of activities that they would carry out, and an activity calendar for each pair was created through mutual consultation, opening the way for a methodical process of reciprocal engagement.
For example, if Andhra Pradesh and Punjab are teamed for a project, During this time, Punjabis sought to learn key Telugu terminologies, a few Telugu novels were translated into Punjabi and vice versa, Andhraites had food festivals featuring Punjabi dishes, Punjabis performed Andhra folk dances, while Andhraites did the Bhangra at staged events, and so on. All states and UTs would follow the partner State/pattern UT’s of cultural adoption.
At the cultural level, such engagement between diverse segments of the population of each pair of States/UTs developed a vibrancy of understanding and admiration among the people, as well as mutual bonding.
