Daily Gist of ‘The Hindu’, ‘PIB’, ‘Indian Express’ and Other Newspapers: 12 March, 2021

1. 1st Meeting of the BRICS Contact Group

Why in news?

The BRICS Contact Group on Economic and Trade Issues (CGETI) leads held their first meeting under India’s Chairship from 9-11 March 2021.

Key points are:

– The theme of BRICS this year is -“BRICS@15: Intra BRICS Cooperation for Continuity, Consolidation, and Consensus”.

– India, under its Chairship in 2021, presented the calendar of events for BRICS CGETI 2021, which included the priority areas for deliverables, schedule and scope of the MSME roundtable conference workshop on Services Statistics, and the BRICS Trade Fair.

– This was followed by a series of presentations, scheduled in separate sessions, made by the concerned Departments of the Government of India on the proposed deliverables during India’s Chairship under the BRICS CGETI track.

– The deliverables proposed are on:

(i) Action plan based on the document “Strategy for BRICS Economic Partnership 2025” adopted during the Russian Presidency in 2020.

(ii) BRICS Cooperation on Multilateral Trading system including cooperation for the TRIPS Waiver proposal at WTO.

(iii) Framework for Consumer Protection in E-Commerce.

(iv) Non-Tariff Measures (NTM) Resolution Mechanism.

(v) Sanitary and Phyto-Sanitary (SPS) Working Mechanism.

(vi) Co-operation framework for the protection of Genetic Resources and Traditional Knowledge.

(vii) BRICS Framework on Co-operation in Professional Services. Each of these sessions was followed by detailed feedback sessions.

The BRICS partners appreciated the activities planned by India, being timely and relevant in the current context and expressed their support for working together on the various initiatives proposed by India.

From now on till September 2021, inter-sessional deliberations will be carried out to reach a consensus amongst the BRICS countries.

The BRICS officers tasked with CGETI would continue the work for the 27th official level CGETI meeting, scheduled to be held in June 2021.

2. NCRB celebrates 36th Inception Day

Why in news?

National Crime Records Bureau (NCRB) celebrated its 36th Inception Day on 11 March, 2021.

Key points are:

– Union Home Secretary presided over the function which was also attended by senior officers of MHA and DGs and senior officers from various Central and State Police Organizations.

– The Union Home Secretary complimented NCRB for its efforts in delivering timely Publications and IT Applications for the criminal justice ecosystem.

– He appreciated the role of NCRB in creating an ecosystem of scientific and smart policing.

– He requested States/UTs to provide crime data for the year 2020 expeditiously for getting them aggregated in NCRB publications.

–  He also appreciated the efforts of NCRB in organising the CCTNS Hackathon & Cyber Challenge to involve youngsters and harness new ideas.

– On the occasion, the Union Home Secretary presented medals to three NCRB officers and personnel during a brief Investiture Ceremony.

3. Rajyogini Dadi Hriday Mohini Ji

Why in news?

The Prime Minister, Shri Narendra Modi has expressed grief over the passing away of Rajyogini Dadi Hriday Mohini Ji.

In a tweet, the Prime Minister said, “Rajyogini Dadi Hriday Mohini Ji will be remembered for her numerous efforts to alleviate human suffering and further societal empowerment. She played a pivotal role in spreading the positive message of the Brahma Kumaris family globally. Anguished by her passing away. Om Shanti.”

4. ‘Amrut Mahotsav’ & to Flag off Padyatra from Sabarmati Ashram, Ahmedabad

Why in news?

According to Prahlad Singh Patel, Minister of State (Independent Charge) for Culture & Tourism that the Prime Minister Narendra Modi inaugurated the ‘Azadi Ka Amrut Mahotsav’ and will flag off the Padyatra from Sabarmati Ashram, Ahmedabad on 12 March, 2021.

Key points are:

– Addressing a press conference here today, he said that the Government has decided to organize a series of events to commemorate the 75th Anniversary of India’s Independence as ‘Azadi Ka Amrut Mahotsav’ beginning from 12th March, 2021 to 15th August, 2022.

– He informed that State Governments and Union Territories will also organize programmes on 12th March, 2021.

– The Minister said that Mahatma Gandhi along with 81 persons had initiated the famous Dandi Padyatra from 12th March to 6th April, 1930.

– The Padyatra to be flagged off by the Prime Minister on 12 March, 2021 and will cover a journey of 241 miles from Sabarmati Ashram, Ahmedabad to Dandi in Navsari and will end on 5th April, 2021 lasting for 25 days.

–  81 Marchers will participate in the Padyatra and different groups of people will be joining it on the way to Dandi.

– Shri Patel also announced that he will lead the first lap of 75 kilometers of the Padyatra.

– The Minister said that Government has decided to commemorate the 75th anniversary of independence as Amrut Mahotsav.

– Weekly events will be organized during the forthcoming 75 weeks till 15th August 2022. He said that every week an event will be held.

– To ensure the involvement of all citizens in this Mahotsav, various programmes will be organized as per their interest with the Ministry of Culture is in the supporting role.

5. First Quad Leaders’ Virtual Summit

Why in news?

Prime Minister Narendra Modi will be participating, along with Prime Minister of Australia Scott Morrison and Prime Minister of Japan Yoshihide Suga and President of the U.S.A. Joseph R. Biden, in the first Leaders’ Summit of the Quadrilateral Framework, being held virtually on 12th March 2021.

Key points are:

– The Leaders will discuss regional and global issues of shared interest, and exchange views on practical areas of cooperation towards maintaining a free, open and inclusive Indo-Pacific region.

– he Summit will provide an opportunity to exchange views on contemporary challenges such as resilient supply chains, emerging and critical technologies, maritime security, and climate change.

– The Leaders will discuss ongoing efforts to combat the Covid-19 pandemic and explore opportunities for collaboration in ensuring safe, equitable and affordable vaccines in the Indo-Pacific region.

6. Shri Prahlad Singh Patel inaugurated digitization of 4.5 Crore pages of Records

Why in news?

On the occasion of the 131st Foundation Day of the National Archives, the Union Minister of State for Culture and Tourism (Independent Charge) Shri Prahlad Singh Patel inaugurated the digitization of 4.5 Crore pages of Records and Exhibition based on “Mahatma Gandhi& the Cooperation Movement” on 11 March, 2021.

Key points are:

– The National Archives initiated digitization Records.

– The National Archives currently has a collection of over 18.00 crore pages. Public records include files recognized by the President of India, volumes, maps, bills, treaties, rare manuscripts, ancient records, personal papers, cartographic records, important collections of gazettes and gazetteers, census records, Parliamentary and Assembly debates, literature, travelogue etc.

– The exhibition on ‘Mahatma Gandhi and the Non-Cooperation Movement’ is based on the original documents. This exhibition will run till 15 April 2021.

7. Cycling & Trekking Expedition

Why in news?

A Cycling expedition was organised by 7 BRD, IAF as part of the “Swarnim Vijay Celebration” of the 50th Anniversary of the 1971 War.

Key points are:

– The expedition was flagged off at AF Station Tughlakabad, New Delhi on 05 March 21.

– The expedition team comprising 30 Air warriors, led by Air Commodore Y Umesh, Air Officer Commanding, 7 BRD covered a distance of 100+ km on cycle from AF Station Pathankot to Dharamshala, Mcleodganj and Yol Cantt followed by a Trekking expedition of 18 km from Mcleodganj to Triund Top on 06th and 07th March.

–  The team stopped en route at colleges and villages to spread awareness among youth on career prospects available in the Indian Air Force and showcased the spirit of Adventure with the message “Life with thrill and challenges”.

8. No-trust vote

Why in news?

The no-confidence motion moved by the Congress against the Bharatiya Janata Party-Jannayak Janta Party coalition government in Haryana has been defeated by 55 votes to 32.

Key points are:

– A Council of Ministers is collectively responsible to the Legislative Assembly and it remains in office till it enjoys the confidence of the majority.

– Therefore, a motion of no-confidence is moved to remove the council of ministers and to remove the government from the office.

– According to Article 75 of the Indian Constitution, a council of ministers shall be collectively responsible to the Lok Sabha and as per Article 164, the council of ministers shall be collectively responsible to the Legislative Assembly of the State.

– Lok Sabha/Legislative Assembly can remove the ministry from the office by passing a no-confidence motion.

– Lok Sabha Rule 198 specifies the procedure for a motion of no-confidence.

– Against the Government, a motion of No-Confidence Motion can be introduced only in the Lok Sabha under rule 198.

– There should be a minimum of 50 members to accept the motion. If not, then the motion fails. Before 10 am, any member may provide written notice.

– The motion of no-confidence is read by the Speaker within the House and asks all those favouring the motion to rise.

– If 50 MPS are there in favour then the Speaker could allot a date for discussing the motion. But this has to be done within 10 days.

– Then, the motion is put to vote and can be conducted through Voice Vote, Division of Votes or other means.

– If the government loses a confidence motion or if the no-confidence motion is accepted by the majority then the government has to resign.
