Ramesh Pokhriyal Nishank, the Union HRD Minister has confirmed the amendment in the eligibility of the National Council of Teacher Education(NCTE) for teaching jobs in school. The amendment has been done by the Patna High Court and stated that NIOS D.El.Ed ODL Programme candidates are now eligible for applying Teaching Posts in various schools.Earlier Tripura High Court has also considered NIOS D.El.Ed ODL Programme valid as a teaching eligibility criteria.

HRD minister has lately spoken up on social media handle through Twitter that the decision of Patna High Court about the NIOS D.El.Ed ODL Programme is valid for candidates who are untrained in-service elementary teachers and can apply for teaching recruitment. NCTE has made amendments regarding this course eligibility and making the candidates eligible. This programme is  an equivalence to other diplomas in education so that the candidates from such educational qualification can be eligible  to get teaching job opportunities in different schools.

HRD Minister also mentioned that a letter is provided to the ACS of the Bihar Government in which it is mentioned that the candidates holding the diploma certificate of D.El.Ed will be able to apply for the school teacher positions too. Hence, the candidates having training certificates gained under online learning mode will be eligible for applying in the exams of school teaching jobs now.

Old Eligibility Criteria:

There was an amendment done in 2017 in Section 23 (2) of the Right of Children to Free and Compulsory Education (RTE) Act, 2009 as per which the in-service teachers who are untrained should gain a minimum qualification. In respect to this, a timeline of 31st March 2019 was set before which the teachers were supposed to get the minimum qualification and the related training done. A high number of in-service teachers enrolled in National Institute of Open Schooling (NIOS) to get the training done and get a certification of Diploma in Elementary Education (D.El.Ed.) through Open Distance Learning (ODL) mode. 

The course started on 3rd October 2017 and there were as many as 13, 78,979 candidates who got enrolled in the course till 2018.  The problem was later aware that  Diploma in Elementary Education (D.El.Ed.) from NIOS is not completing eligibility criteria for teaching jobs. This course is not valid for Government and Private teachers.

All the candidates soon assembled and file the appeal in Patna High Court for a solution. Earlier Tripura High Court has released their verdict on NIOS D.El.Ed ODL  programme and stated this programme is considered valid  and candidates can apply for teaching jobs. Now in January this year that Patna High Court came up with the judgement that the candidates having passed through the NIOS D.El.Ed ODL will be also eligible for the exam of teacher recruitment. 

Upon the judgement passed by the Patna High Court, the HRD Minister also confirmed that this judgement passed by the Patna High Court will be respected. He also mentioned that there are still a number of candidates who are going under the training through the online training mode and are yet to complete the diploma course. 

The judgement passed by the court will be a great relief for not only the candidates who have already passed the course and have gained the diploma certificate but also for the candidates who are still in the process of training through the online learning process.
