The SVAMITVA Scheme is a central sector scheme. It is launched by Hon’ble Prime Minister of India, Shri Narendra Modi, on 24th April 2020 (as we know that 24thday of April is celebrated as the National Panchayat Day). The Scheme is implemented by the Ministry of Panchayati Raj (MoPR). On the other hand, at the states level, it is implemented by the Revenue Department or Land Records Department and carried out the scheme with the support of State Panchayati Raj Department. Why it is in news?
Recently, Prime Minister of India has launched the physical distribution of property cards under SVAMITVA scheme and interacted with the beneficiaries of the scheme. The beneficiaries got the property cards of their houses under the Scheme.
By doing this beneficiaries will have a right and also have a legal document of owning their houses. The scheme is going to make milestone changes to the villages in the country. It means the scheme helps in making rural India self-reliant.
On this event, Prime Minister of India figured out that the one lakh beneficiaries from the states like; Haryana, Karnataka, Madhya Pradesh, Maharashtra, Uttarakhand and Uttar Pradesh have been offered the legal papers of their houses and also assured to give such property cards to every household in the next three to four years in every village of the country.

The scheme aims to provide an integrated property validation solution for rural regions in India.
The demarcation of rural population regions would be done by using Drone Surveying technology. By doing this, we can find out the record of rights to village household owners possessing houses in inhabited rural areas in villages, and in turn, it (property) will become the collateral asset which can be used as a financial asset for taking loans and other financial benefits from the bank.

Objectives of the SVAMITVA Scheme
The scheme has the following objectives:
1. To facilitate financial stability to the citizens in rural India by enabling them to use their property as a financial asset for taking loans and other financial benefits.
2. To measure the accurate land records for rural planning.
3. To determine the property tax, which would accrue to the Gram Panchayats directly in the states where it is devolved or else, add to the State exchequer.
4. To enable the survey infrastructure and GIS maps that can be leveraged by any department for their use.
5. To support in the preparation of better-quality Gram Panchayat Development Plan (GPDP) by making use of GIS maps.
6. To reduce property related disputes and legal cases.
