UPSC told the Supreme Court that it is not possible to defer the Civil Services Preliminary examination any further. Also, UPSC stated that it has received requests and e-mails from students not to postpone the examination any further.
Supreme Court dismisses the plea seeking for the postponement of the Civil Service Prelims examination. However, it has provided directions to the Centre to consider concessions for those aspirants who are on their last attempt.
It has been informed by the UPSC to the Supreme Court that 4 October date for conducting the Civil Services preliminary exam 2020 cannot be deferred on account of COVID-19, it would lead to the delaying of next year’s prelims which is scheduled for 27 June, 2021.
20 UPSC aspirants filed a plea against conducting of the Civil Services (Preliminary) Examination on 4Â October. During the hearing process, Naresh Kaushik an advocate appearing for the UPSC submitted before the bench that it is completely impossible to postpone the exam.

The petitioners have asked to postpone the exam by 2 or 3 months in view of the flood situation in several states and the COVID-19 crisis that the country is facing currently.
It has been stated by the commission that it would not be in a position to declare the results of 2020 exam without delaying the already scheduled 2021 prelims.
It has also informed the Supreme Court that Right to Equality can only be maintained if the students who are desirous of appearing in the CSE 2020 exams on 4 October and are allowed to take the exam like previous years examinations.
31 May was scheduled for the UPSC Prelims exam and due to the situation of COVID-19 the date was decided as 4 October for CSE Prelims exam.
The affidavit says that around 67,717 candidates have availed the option of altering their choice of exam centres.
Also, the commission has submitted that all the arrangements for the exam have been completed and the total cost incurred is of Rs 50.39 crores from public exchequer fund to ensure that the exam is conducted on 4 October.
UPSC also highlighted its successful track record of holding exams this year of National Defense Academy and Naval Academy examination on 6 September and was conducted smoothly.
Also, it stated that students appearing in NDA exam are 12th passed and for 4 October, students those will appear are graduates at least. Therefore, “more responsible behaviour and care” is expected from such students.
Naresh Kaushik an advocate had earlier informed about appearing for UPSC to the Bench of Justices AM Khanwilkar, BR Gavai and Krishna Murari that it was not “possible” to defer the prelims beyond October 4 as “it would hamper the objectives of the exam catering to the four arms of the government.”
Advocate Alakh Alok Srivastava filed a petition and urges the Court to quash the revised calendar issued by the UPSC for the postponement of the exam by two or three months till the COVID-19 pandemic has subsided.
On 6 June, the UPSC decided to conduct the exam on 4 October. and UPSC had given an extra chance to the candidates to change their address for preference for the exam centre. While filling the application form, usually candidates are asked to give their preference for the exam centres. But due to COVID-19 and to make situation convenient for the candidates to appear for the exam, the UPSC had opened the application form link and gave one more chance to the candidates to change their examination centres. The main exam is scheduled on 8 January 2021 for the candidates who will qualify the preliminary exam.
