DRDO will release the fresh dates depending on the prevailing condition of COVID-19 and the guidelines of the government. The DRDO had released 1817 vacancies for the recruitment of Multi Tasking Staff (MTS) in various offices across the country @drdo.gov.in in.

The DRDO is one of the prestigious organizations of India, under the Ministry of Defence. Multi-Tasking Staff (MTS) one of the posts, comes under General Central Service Group ‘C’, Non-Gazetted, Ministerial post within the Pay Matrix Level-1 (Rs 18000-56900) as per 7th CPC.

DRDO MTS Selection Process

The DRDO MTS Exam 2020 will be conducted in two tiers.

  1. Computer Based Test (CBT), For Screening Purpose
  2. CBT (Final Selection)

Tier I will be used for the screening of ineligible candidates to appear in stage II. There will be normalization of marks in DRDO MTS Tier I (CBT).
The marks secured by the candidates in Tier-II will be taken into consideration for the final selection or for the merit purpose. DRDO MTS Tier I and Tier II will be computer-based and will comprise of Objective Questions.

The Exam Pattern of DRDO MTS is very different from the SSC MTS Exam. The selection process for DRDO MTS Exam will consist of Tier–I and Tier-II. Both the Tiers will be of 100 marks and 90 minutes each as described below.

Marking Scheme For DRDO MTS Exam 2020

  1. The Score of Tier-I (CBT) may be normalized as per requirement.
  2. DRDO MTS Tier-I and Tier-II will consist of objective type multiple choice questions (MCQ’s) only.
  3. There will be no negative marking for the wrong answers.
  4. The medium for the examination will be Hindi and English.
  5. Tier-1examination is for screening purpose and merit list and final selection will be made on the basis of the performance of the candidates in Tier-II.

Qualifying Marks For DRDO MTS Exam 2020

The Minimum Qualifying Marks for Tier-1 (CBT) is given below as per the category of the candidates.

  • General/ESM/OBC Candidates: 40%
  • SC/ST Candidates: 35%

On the basis of the Tier-1 (CBT) exam merit list, candidates will be shortlisted for appearing in Tier-2 (CBT) in the ratio of 1:10, i.e., Number of vacancies: Number of shortlisted candidates. However, candidates must remember that this ratio may increase or decrease depending upon organizational requirements.

From 15 October, some stricter measures to fight against air pollution will come in to force in Delhi and in National Capital Region (NCR) towns as a part of the Graded Response Action Plan (GRAP). It will be in effect for three years in Delhi and NCR.

Therefore it has been directed by the Environment Pollution (Prevention and Control) Authority to Delhi, Punjab, Haryana and Rajasthan to implement air pollution control measures under “very poor” and “severe” category air quality of the Graded Response Action Plan (GRAP) from 15 October, 2020.

Diesel generator sets can no longer be used in Delhi and NCR towns of Noida, Ghaziabad, Greater Noida, Faridabad and Gurgaon from 15 October, 2020. In an emergency and essential services, it can only be used and this is an exception.

Night patrolling will also be done by the Pollution control authorities to check dust and industrial emissions and also the burning of waste. Also, it has been directed to sprinkle water frequently on roads so that dust will settle and also for mechanised sweeping.

It is expected that levels of pollution will rise as winters are approaching and more measures will also come into force but it depends upon the quality of air. All these measures are part of GRAP.

What is the Graded Response Action Plan (GRAP)?

In 2016, the Supreme Court approved it and the plan was prepared by the Environment Pollution (Prevention and Control) Authority (EPCA).  The institutionalised measures will be taken when the air quality deteriorates.

How GRAP will work?

As an emergency measure, GRAP works. The plan does not include action by several state governments that to be taken throughout the year to tackle the industrial, vehicular and combustion emissions.

The plan is incremental in nature and when the quality of air moves from “Poor” to “Very Poor” the measures listed under both the sections would have to follow.

If the quality of air reaches severe+ stage then GRAP consists of some extreme measures like shutting down schools and implementing the odd-even road-space rationing scheme.

What are the measures that will be taken under GRAP?

1. Severe+ or in an Emergency

(PM 2.5 over 300 µg/cubic metre or PM10 over 500 µg/cu. m. for 48+ hours)

– Entry of trucks into Delhi will be stopped except the essential commodities.

– Construction work will also be stopped.

– For private vehicles odd/even scheme will be implemented and minimise exemptions.

– There will be a task force to decide any additional steps like shutting of schools.

2. Severe

(PM 2.5 over 250 µg/cu. m. or PM10 over 430 µg/cu. m.)

– Brick kilns, hot mix plants, stone crushers will be closed.

– Power generation maximisation from natural gas to reduce generation from coal.

– With certain differential rates public transport will be encouraged.

–  Mechanised cleaning of the road more frequently and a sprinkling of water.

3. Very Poor

– In brick kilns and industries, Close/enforce pollution control regulations will be there.

– To enforce a ban on firecrackers strictly.

How the GRAP has helped?

– The biggest success of GRAP is in fixing accountability and deadlines.

– Executing agencies are clearly marked for each action that has to be taken under a particular air quality category.

– One more step that made a crucial difference and that is like Delhi territory, where a multiplicity of authorities has been a long-standing impediment to effective governance.

In 1998, the EPCA, headed by retired IAS officer Bhure Lal and including members from the Centre for Science and Environment, was constituted by the Supreme Court.

Initially, it was mandated to ensure that Delhi’s bus and auto fleet moves entirely to CNG. In the late 2000s, it was a mammoth task that played a crucial role in cleaning Delhi’s air.

In fact, in several pollution-related matters, the body continues to monitor pollution and assists the Supreme Court.

DRDO CEPTAM Tier 2 Exam Details For 09/A&A

The candidates who have qualified the written test will have to appear for the skill or trade test as per the post. It is mandatory for all shortlisted candidates to qualify the prescribed Trade/Skill/Physical Fitness & Capability Test, as per the instructions for an appointment.

  • Asstt Halwai-cum Cook – It is mandatory to pass the Trade Test.
  • Vehicle Operator ‘A’ and Fire Engine Driver ‘A’ – Passing of Driving test is mandatory.
  • Administrative Assistant ‘A’, Store Assistant ‘A’ – Computer: English Typing @ 35 words per minutes (Time allowed -10 minutes.) (35 words per minutes correspond to 10500 KDPH on an average of 5 key depressions for each word).

The first test of Hypersonic Technology Demonstrator Vehicle (HSTDV) was done in June 2019. On 7 September, 2020 (Monday) DRDO successfully conducted a test flight of the indigenously developed Hypersonic Technology Demonstrator Vehicle (HSTDV) from Dr APJ Abdul Kalam Launch Complex at Wheeler Island, off the coast of Odisha. India is now among four countries i.e. the US, Russia and China who possess the technology.

The Defence Minister Rajnath Singh said on Twitter “With this success, all critical technologies are now established to progress to the next phase.”He also congratulated DRDO on this landmark achievement towards realising Prime Minister Narendra Modi’s vision of Atmanirbhar Bharat.

What is the Hypersonic Technology Demonstrator Vehicle (HSTDV)?

It is developed by DRDO and is an unmanned scramjet demonstration aircraft for hypersonic speed flight that can cruise up to a speed of Mach 6 that is six times the speed of sound. Basically, it is not a weapon but developed as a carrier vehicle for hypersonic and long-range cruise missiles.

DRDO in a statement said that “The hypersonic cruise vehicle was launched using a proven solid rocket motor, which took it to an altitude of 30 km, where the aerodynamic heat shields were separated at hypersonic speed.”

When the cruise vehicle separated from the launch vehicle, the air intake opened as planned. The hypersonic combustion continued for an extended period and the cruise missile continued on its desired flight path. That time the velocity was six times the speed of sound (nearly 02 km/second for more than 20 seconds). Some critical events such as fuel injection and scramjet’s auto-ignition demonstrated technological maturity. However, the scramjet engine performed properly.

All this like parameters of launch and cruise vehicle with scramjet engine was monitored by several tracking radars, electro-optical systems and Telemetry Stations. The scramjet engine worked at high dynamic pressure and at very high temperature.

During the cruise phase of the hypersonic vehicle, a Ship was also deployed in the Bay of Bengal to monitor the performance. All the parameters indicated the performance and success of the mission.

Several technologies were also proven with the successful demonstration like aerodynamic configuration for hypersonic manoeuvers, use of scramjet propulsion for ignition and sustained combustion at hypersonic flow, thermo-structural characterisation of high-temperature materials, separation mechanism at hypersonic velocities.

Prime Minister Narendra Modi tweeted and congratulated DRDO for successful flight of the Hypersonic Test Demonstration Vehicle. He said that the scramjet engine developed by our scientists helped the flight achieve a speed 6 times the speed of sound! Also, said that very few countries have such capability.

With the help of this technology, cruise missile could now travel at hypersonic speeds. The scramjet engine is a major breakthrough. As per the source, at supersonic speed, sir goes inside the engine and comes out at hypersonic speeds. At a certain altitude, the vehicle reaches and then cruises. Temperature also reaches very high that is up to 1,000-2000 degrees Celsius, during re-entry.

The source also pointed out that after the Anti-satellite, this is the biggest achievement that took place recently.

Now the next step of the DRDO is to move to the next stage that is designing and testing weapons in the hypersonic category. The applications that are included are extended air defence, surveillance (UAVs) and developing missiles with virtually global targeting range.

The successful demonstration strengthens the Nation’s defence system and the country enters into the hypersonic regime paving the way for advanced hypersonic vehicles.

Indian is now in an elite club but according to Rajagopalan, India will have to perfect the technology with several more tests. She further told that a hypersonic missile is a “quick reaction missile” which makes it invaluable in offensive as well as defensive uses. It can also be used to intercept incoming missiles in the outer atmosphere or in the inner atmosphere, in case of defence. It will also help in India’s ballistic missile defence capabilities.
