MANF Scheme: Meaning, Objectives and Scope

Recently, the Government of India has announced that the selection of candidates for 2019-20 under the MANF Scheme has been made through JRF-NET examination which is conducted by National Testing Agency.

What is MANF?

Maulana Azad National Fellowship (MANF) is a scheme for educational empowerment of students belonging to six notified minority communities i.e. Buddhist, Christian, Jain, Muslim, Sikh, Zoroastrian (Parsi). It was implemented by the Ministry of Minority Affairs.

The Fellowship will be implemented by the Ministry of Minority Affairs through the University Grants Commission (UGC) and no waiting list is prepared under the Scheme by UGC. The fellowship holders under this Fellowship programme will be recognised as the Ministry of Minority Affairs Scholars.

Why it is in News?

The selection of candidates for 2019-20 under the MANF Scheme has been made through JRF-NET (Junior Research Fellow- National Eligibility Test) examination that is conducted by National Testing Agency and the merit list has been prepared by UGC on the basis of all India ranking of candidates.

Previously, the merit list was prepared on the basis of marks obtained by the candidates in their Post Graduate examination and only those candidates who had qualified CBSE-UGC-NET/JRF or CSIR-NET/JRF were eligible to apply.

Objectives of the MANF

The main objective of the Maulana Azad Fellowship Scheme (MANF) is to facilitate the five-year fellowships in the form of financial assistance to students from six notified minority communities viz. Buddhist, Christian, Jain, Muslim, Parsi and Sikh, notified by the Central Government, to pursue M. Phil and Ph.D.

Implementation of Scheme

The scheme is implemented through all Universities/Institutions recognised by the University Grants Commission (UGC) as under:

1. Central/State Universities also including constituent and affiliated institutions are included under Section 2(f) of UGC Act, 1956 and having valid accreditation from NAAC.

2. Deemed Universities under Section 3 of UGC Act i.e. Institution for higher education notified by Central Government to be deemed University, in consultation with UGC and having valid accreditation from NAAC.

3. The institution fully funded by State / Central Government and empowered to award degrees.

4. Institutions of National Importance as notified by the Ministry of Human Resource Development (mhrd.gov.in/institutions-national-importance).

Scope of the MANF

The Fellowship will facilitate to the minority community students who pursuing a regular and full-time research study that is leading to the award of M.Phil/Ph.D degree within India only. This will enable them to be eligible for employment to the posts with M.Phil and Ph.D as prerequisites, including the posts of Assistant Professors in various academic institutions.
